I recommend Bartolme & Associates with no reservations. Dave is not only a thorough, meticulous, and diligent CPA, he is kind, thoughtful, and a skilled educator. As a small business owner, I've learned a great deal from Dave that has made managing my business finances and taxes much easier. Dave and his team as always extremely helpful and responsive when I need them, and are incredibly affordable for the level of service I receive.

UPDATE: I wrote the review above 4 years ago and have worked with David every year on my taxes and financial planning since. Everything I said about his guidance and services 4 years ago is just as true today as it was then.
David has been my accountant for a decade and I have only positive things to say about him. He always ask the right questions in an effort to both save me money and make sure I'm in compliance with the state and IRS. He's also a super nice person and very easy to work with. I highly recommend his services.
David and his team are fantastic. I moved to Portland about a year ago and struggled to understand the numerous county taxes.
